I am making some cupcakes covered in buttercream and have some edible wafer paper toppers to put on, I am not sure how to put them on. Do I put them straight onto buttercream or onto round discs made of sugar paste? The instructions say not to wet them?

I’ve used them before and just lightly set them on top of the buttercream just before serving. They were fine, water will ruin them, I’ve used a drop of edible glue to attach them to fondant as well.
