The teddy would still have to be piped with the butter cream if you want him to look furry. So to make the strip, you’d need to make up the colours + whatever colour you want teddy to be. Paul pipes from the feet up, I guess you’d have to start with footie shoes, then socks, then different colour for the skin until you get to what would be the shorts and T shirt. It would be handy to have the real strip to copy. This can be achieved but it would be a bit more fiddly because of the different colour changes. It’s a bit like painting by numbers but in 3D, might help just to look at images of teddies dressed in sport strips. It would look good! I did this with a motor bike cake a couple years ago, at first it looks a mess but then the whole thing seems to come together. Hope some of this helps a little.
