Hello Lindaorso
Water effect can be made with gelatine. Google ‘ How to make gelatine sheets – A piece of cake Utah’. This will take you to several videos which demonstrate how to make pliable gelatine sheets which can be used in various ways. The gelatine can be coloured in different reflective shades to represent shine of water. Alternatively you can airbrush the surface of the cake in shades of blues, whites, greens and yellow and use the natural colour sheets to lay over the paint. Water has no colour, it is only the relection of the surroundings which gives it the hues which the eye sees. Many people including myself have used piping gel. Google ‘how to make a swimming pool cake’. You’ll see that the gel has not affected any of the models which have been placed in it. The gel doesn’t set completely hard but enough to keep charaters and models in place.
I’m sure other members will make more suggestions. I hope my suggestions help a little.
I made one recently and covered it with blue fondant and then put slits in it where I wanted the waves and Wilton has a mold called the sea life fondant and gumpaste mold that has shells and ocean waves that I used tylose on the waves and then stood then up thru the slits and arranged them around my boat. You could arrange them around your surfer. They are not tall waves but they would be waves that he would be making as he surfed thru the water.
